A quick google search would indicate the answer is no. There is no chemical or physical reason why fabric softener should decrease drying time. Websites that promote fabric softeners do not claim reduced drying time as one of the benefits of fabric softeners. Check the Tide fabric softener website. Hence it would seem the answer to your question is; no.
