Cathy, a 53 year old female from Thorhild, Alberta, Canada asks on November 19, 2002,

How can we manually assist the freezing process of the ground. Temperatures have been above normally warm in the mid-northern part of Alberta, preventing the freeze down of muskeg and tundra. Dragging tires across it with snow cats is supposed to help. Is this true? Is there another method?
