Why doesn't a neon sign finally "run out" of exited atoms and produce dimmer and dimmer light?

The neon light does not get dimmer since the neon is not lost. There is not a leak in the tube so the amount of neon stays constant. The neon atoms just get excited and de-excite in a repeating fashion.
